Registration Rules
1. Unless other rules are specified, rules and definitions for conducting each class as contained in the Rule Book of the USA Equestrian, will apply to this Horse Show provided they do not conflict with any of the rules and regulations provided by the Division of Fairs & Expositions of the California Department of Food and Agriculture.
2. NO MORE THAN ONE OWNERSHIP PER ENTRY FORM.
3. REFUNDS are made only because of sickness, accident, or death, cancellation of a class, or return of entries for lack of exhibit space, and are subject to Board Approval. All requests for refund of entry fees and added purse money must be in writing accompanied by a Veterinarian's Certificate (if applicable) and must be received by the Horse Show Office 24 hours prior to judging to be considered. NO refunds under $2.00.
4. DRUG FEE: The State of California Department of Agriculture Drug Control fee of $5.00 per horse is assessed to all exhibitors in all horse show classes, including cattle classes. All horses are subject to random testing to determine the presence of drugs that may alter the performance or disposition of the animal.
5. The state rules & scorecard for California fairs & the state horse health rules apply to this horse show!
6. NO entry form will be accepted unless exhibitor & his authorized agent sign it. ALL FEES MUST ACCOMPANY ENTRY FORMS. If the bank refuses the check for the entry fee, a penalty of $25.00 per check must be paid before the judging of the class.
7. The correct address of the owner, not the trainer or agent, must be shown on each form, including zip code.
8. The exhibitors & parents or guardians of minor exhibitors shall indemnify & hold harmless the management, its Employees & Officials from any & all liability on account of injury or loss sustained by any exhibitor, child or ward of such parents or guardians in any manner occasioned. No child's entry will be accepted unless a parent or guardian signs the entry blank. Signatures of trainers, instructors, agents or other related persons are not acceptable. Entry blank MUST be completed in every respect, including the Release & Waiver of Liability Agreement.
9.**POST ENTRIES MAY BE ACCEPTED AT $5.00 per class. Any entry received or postmarked after entry closing dates will be considered a post entry. AMADOR POST ENTRIES will be double the original entry fee as it is during Fair.
10. INSURANCE: TO ALL EXHIBITORS: the circuit would like to make you aware as an exhibitor there is no liability coverage provided on your behalf, in the event that your animal would cause bodily injury or property damage. it is strongly recommended that you check with your insurance agent/ insurance company to see if your present liability extends to you while participating as an exhibitor at county fair.
***Special events insurance is available through the California Fair Services Authority (CFSA) at a minimal fee. contact the fair’s office for rates.
11. Show Manager reserves the right to return entries, transfer entries or combine divisions or classes, and/or cancel any division or class in which, in its judgment, the entries are insufficient to secure adequate competition.
    a. Any return of entries under this rule must be done on a nondiscriminatory basis.
    b. The horse show management must divide classes of 50 or more. Separate prize money and ribbons shall be provided for each class.
12. Horse show management shall assign a number to each horse. The exhibitor must wear the number when showing the horse.
13. Photocopies of registration certificates for horse shows may be permitted for the purpose of submitting entries. However, if the fair receives any complaint or challenge concerning the registration of any animal, the fair may request an original registration certificate and may disqualify the entry if it cannot be produced.

Definitions
1. NON-COLOR HORSES – Sorrel, bay, chestnut, black. Note: Color breed horses that do not exhibit the color patterns of the breed & meet the color requirements of “Non-Color” may be shown as “non-color” (e.g. a solid colored horse with Paint blood lines; an Appaloosa with no blanket or leopard markings, etc.)
2. COLOR HORSES – Grey, grulla, dun, buckskin, Paint/Pinto, Palomino, Appaloosa, etc. Exception: A color breed horse that exhibits no characteristic coloring for the breed and meets the criteria of “non-color”. e.g. a horse with Paint or Pinto breeding but is solid sorrel, a horse with Appaloosa breeding with no blanket or leopard makings. (See Non-Color)
3. NOVICE RIDER: A rider that has not won more than 3 blue ribbons (1st place) in a rail class.
4. NOVICE HORSE: A horse that has never won more than 3 blue ribbons (1st place) in a rail class.
5. AMATEUR: person who is 18 yrs or older and has not been paid for riding, driving, showing in halter/in hand training, schooling or conducting clinics or seminars within the last four years.
6. PROFESSIONAL: A person who is 18 yrs or older and has been paid for riding, driving, showing in halter/in hand training, schooling or conducting clinics or seminars within the last four years.
7. GREEN HORSE: A green pleasure horse is a horse that has been shown in any pleasure horse class in current or previous year, excluding pleasure futurities. (1st and 2nd year showing)
8. JUNIOR HORSE: A junior horse may be shown in a hackamore or a ring snaffle and may be ridden with two hands or may be shown in a bridle one handed. Horse must be five years or younger.

Participation Rules
1. Ponies entered in classes in which horses are eligible to compete cannot be shown in pony classes at the same show. Fair Management can restrict ponies from entering certain classes by stating so wherever applicable in the exhibitor handbook.
2. Donkeys and mules cannot be shown in "all other breed" halter classes.
3. Eliminations, if deemed necessary by the management, may be held in classes with large entries. The exhibitor shall be expected to ascertain whether eliminations will be held.
4. Any Single class which receives at least fifty (50) or more entries must be split and Jackpots doubled. An entry fee of at least $12.00 per entry must be retained by the fair.
5. THREE ENTRIES BY TWO OR MORE EXHIBITORS CONSTITUTE A MINIMUM HORSE SHOW CLASS. Where entries are less than for a minimum class at the closing date of entries, the class may be canceled. Canceled entries may be transferred without penalty into other classes of the same divisions. Should entries fall below the minimum after the closing date of entries, a class may be continued with Jackpots at the discretion of the management.
6. Junior Exhibitors will be allowed to enter all classes offered except those specified as 18 & Over.
7. Junior exhibitors (under 18 years of age) will be allowed to enter Stallions, but will not be allowed to ride or show the Stallions. All children's mounts (mares & geldings ONLY) must be suitable for and be handled or ridden by a junior exhibitor who has not yet reached his/her 18th birthday on December 1st of the previous year. Horses may not be shown in more than one age group within a division except in equitation classes where only the rider is judged. Horses entered in the Junior Horse Show are eligible to show in the Open Horse Show where qualified.
8. For horse show purposes the age of an individual on December 1st (previous year) will be maintained throughout the entire year for junior classes only. Juniors may also show in Open, and Amateur Owner Classes.
9. Horses may be cross-entered into any classes for which they qualify according to place specifications. Horses shown in junior classes may also be shown in open classes.
10. All sidesaddle exhibitors are eligible for any class in which they meet the class requirements. Suitable attire and equipment is required.
11. Curb chains are allowed in all classes.
12. Gaited horses may show in all ‘non-quarter’ type classes.

Management
1. No show or contest official or his/her spouse shall enter or exhibit horses in any show or contest at which he/she is officiating, nor may any horse owned by such person be entered or exhibited. A show contest official shall be defined as any person performing the duties of a show manager, judge steward, show secretary, cutter or chariot race official, or any other horse contest. Duties include but are not limited to:
   1. Contacting or hiring of judges; and Acceptance of entries or entry fees.
   2. Minor children of Directors, Chief Executive Officer (CEO), Department Supervisor, Show Manager, staff and/or committee members may exhibit horses which are the result of the child’s own earnings or a gift made to the child, provided the requirements of the pertinent rules are met. All other requirements for exhibiting must be met.
3. Animals owned jointly by a director and his/her minor child or a CEO and his/her minor child are considered as owned by the child in junior division classes only.
4. LIABILITY FOR STALL DAMAGES: Charges for damage to any stalls, which includes removal of stall boards will be billed to the exhibitor and failure to make payment shall prohibit the exhibitor or his horses and/or livestock from making future entries. In the event the exhibitor has won Jackpot awards, replacement costs will be deducted from said Jackpots. Exhibitors will be expected to keep stalls clean and aisles swept down. Exhibitors failing to observe this rule shall forfeit entries and winnings to the fair.
5. SIGNS: No “For Sale” signs will be permitted to be placed upon any exhibit or in any building. There is no objection to private sales but in case a sale is made, no sign announcing the sale may be placed in or upon any building.

Awards
1. Fair Management may withhold the payment of awards for exhibits which are in question under State and Local Rules and may recover awards that have been paid for exhibits in question.
2. For ties other than first place in a jumper or other individually worked competition, the prize money is split. Ties for first follow the jump off rules of the specific Table and Section for that jumper class. If there is still a tie, prize money is split between the winners (i.e. first and second place money is pooled and split evenly between the two riders). Distribution of non-money awards shall be determined by management.
3. No exhibitor shall receive more than two cash awards in any one class using the American Judging System.
4. Fair Management may retain prize money won in this department no longer than twenty-one (21) days after the close of the horse show.

Judge
1. The judge may judge for conformation before entering the show ring.
2. In halter horse classes, judges shall be expected to give reasons for their decisions, embracing the value and desirable qualifications of the animals for which Jackpots are awarded, whenever possible and reasonable.
3. Judges shall not discriminate against exhibitors wearing protective headgear.

Equine Health Rules
1. All animals must be serviceably sound. The soundness of animals when determined by the official veterinarian or by the judge shall be final and cannot be protested. The horse show management may request the official veterinarian to examine any animal in competition. All penalties of the Horse Protection Act of 1970 shall be strictly enforced.
2. Exhibitors who refuse to allow their animal to be examined shall be disqualified from showing and such violation shall be reported to F&E. No refund can be made in these cases.
